Module 5. Budgeting and Financing

Mobilizing public resources domestically and aligning private sector investment with the SDGs, as well as promoting equity, efficiency and effectiveness in the use of resources. With the financing landscape becoming more dynamic, new types of financing mechanisms are available for SDG achievement. Measures need to be put in place to leverage and align not only large-scale investments but also smaller financial initiatives that promote sustainable development. By the end of the Module participants will understand key requirements for having access to financial support incentives that are currently are available on the market. Improve their skills in the questions related to the budgeting procedures, relevant for sustainable energy development projects implementation.

Abstract

Part 5.1. Introduction to budgeting and financing for SDG 7 localisation
By the end of Part 1 of Module 5, participants will have fundamental knowledge to budgeting & financing for SDG 7 localisation. Presentations includes definition of budgeting and financing in the context of SDG 7 localisation, including its constituents and process, methods of key stakeholder identification and respective roles in SDG 7 localisation investments. Materials also presents main challenges and opportunities of financing for SDG 7 localisation from a local authority perspective; describes, understand and discuss definition of bankability in the context of SDG 7 localisation projects.

Part 5.2. Challenges and opportunities for improving bankability of projects to support SDG 7 localisation
By the end of Part 2 of Module 5, participants will be able to understand definition of bankability in the context of SDG 7 localisation projects; understand the main challenges and opportunities related to bankable projects to support SDG 7 implementation; identify and develop a robust project pipeline to ensure the bankability of the local projects towards SDG 7 localisation. 

Part 5.3. Potential sources for project financing and strategies for mobilisation of finance 
By the end of Part 3 of Module 5, participants will get fundamental knowledge on potential sources for project financing and strategies for mobilisation of finance. Materials describe, project financing in the context of SDG 7 localisation, main benefits, barriers and opportunities of project financing in the context of SDG 7 localisation, as well as specific energy criteria, critical for the project finance preparation. Personations are aimed to identify and develop advantages, disadvantages and impacts on project structuring of the various financing instruments for SDG 7 localisation.

Part 5.4. Strategies to improve cities' access to financing
Part 4 of Module 5 is aimed to describe, understand and discuss the meaning of financing strategies; recognise and implement financing strategies for cities in the context of SDG 7 localisation actions; apply key financing strategies and tactics based on the specific needs and contextual framework conditions of the city or region.
