Abstract

Overview

Governments still struggle with using data to improve governance. Even in the midst of a data revolution, some of them face the traditional challenges of lack of data, low quality data and outdated data. Others face the more contemporary challenge of making sense of mountains of data that are available to them.

This module, designed for government officials in developing countries, aims to help them understand data-driven governance - the intensive and extensive use of data in how societies organize to define and achieve their common future - and assist them in using data-driven governance in their jurisdictions.

Module Objectives:

The module aims to:

  1. Discuss the data revolution and data justice as context for Data-driven Governance;
  2. Discuss Data-driven Governance through a discussion of Data -driven Decisions, Evidence-based Policy, Results-based Management, and Monitoring Sustainable Development Goals.
  3. Provide a description of traditional and new data sources;
  4. Explore the role of Data Governance and Data Management in ensuring data accessibility, reliability, quality and timeliness for users.
  5. Discuss Data Analytics - the process of examining datasets in order to draw conclusions about the information they contain, increasingly with the aid of specialized systems and software -and the dangers of algorithmic bias.
  6. Discuss policy and other issues related to developing and implementing data driven governance in developing countries.

Learning Outcomes:

After working on this module, readers should be able to:

  1. Discuss the relationship between data and technology, and the social consequence of the data revolution;
  2. Understand data-driven governance - the intensive and extensive use of data in how societies organize to define and achieve their common future;
  3. Appreciate and explain the facilitating role of data governance, data management and data analytics in data-driven governance;
  4. Identify and act upon the key enabling policies, programs and activities that enables data-driven governance.

About the Author:

Dr. Emmanuel C. Lallana is Chief Executive of ideacorp – an independent, non-profit organization focused on Digital Development (ICT for Development) based in the Philippines.

He is also author of APCICT Academy of ICT Essentials for Government Leaders modules on ICT for Development (ICTD) Policy, Process and Governance (M2) and Social Media and Development (M11).

Dr. Lallana has worked with academic/research institutions, civil society organizations, and international organizations. He served the Philippine government as Deputy Director General, Foreign Service Institute, Department of Foreign Affairs, (1993-1996) and Commissioner, Commission on Information and Communications Technology, Office of the President (2004-2007). He was also consultant at the National Privacy Commission and the Department of Education.
